Under terms of a legal settlement, public access to Strands Beach in Dana Point, which includes an accessway through a newly developed gated community, will be unimpeded from 5 a.m. until 10 p.m., says a statement from Surfrider Foundation, which challenged limited access to daylight hours as a violation of the state’s Coastal Act.

A gate at the mid-Strand accessway will either be removed altogether or locked open 24 hours a day with the wire mesh and spikes at the top removed, according to the settlement, which still needs Coastal Commission approval.
