I like the idea of a permit, but might we also designate say a half hour a few days a week during non peak traffic hours, posted so the drivers are aware that the boarders are likely to be there? The main problem seems to be the element of surprise..
Maybe we can issue permits and release forms to the beach goers when they want to play frisbee, dig a hole, play smashball, or use a raft or inner tube (they actually used to rent canvas rafts to ride the waves at Main Beach!)
