Reader Sees Flaws in Measure KK

I urge all Laguna residents to vote no on Measure KK. Please read the text of proposition KK. This measure strips the city of local control. The measure is narrowly written and takes discretion as to city control away. It also repeals the existing ban on marijuana set out in section 25.02.003.

Measure KK is very narrowly defined as to who may run these stores and is drafted to favor the parties that promoted KK to the public. Note the language in Measure KK gives preference to the first two applicants that are non-profits and that were formed before May 15, 2014. This is a put-up job that will favor those who probably have submitted applications in anticipation of Measure KK passing.

Because KK is a local measure, the city will now be in the pot administration business. I suspect there will also be legal tests as to the validity of KK that the city will be dragged into and will have to pay to defend.

Remember, too, that if Proposition 64 (statewide marijuana initiative) fails and KK passes, Laguna will become the go-to destination for all Orange County pot heads. Laguna is a family town. Parents, grandparents, residents are going to have to explain why stoners are wandering the downtown area.

Police, firefighters, lifeguards are going to be responsible for public safety of pot users with the attendant costs.

Look at the weekly DUI arrest reports in the local papers. Add to that the inevitable arrests for driving under the influence of pot arrests. Not good.

The law is supposed to be a reflection of public policy. Measure KK is poor public policy. Our city council is against measure KK and no one has come forward in the written ballot arguments in favor. Vote no on KK.
