Milligan bridge is the entrance to Milligan Drive, a private not thru street. Woodland Drive is also a not thru street. Between these two not thru streets lies Sarah Thurston Park neighborhood whose residents (including the city of Laguna) are being asked to form an assessment district to replace the failing bridge, the only access to the two fire hydrants on the Milligan side of this neighborhood.
Fire safety access on Milligan Drive to the canyon hill behind is the crux of the matter for protection of the entire neighborhood between Woodland and Milligan.
