Local resident Howard Hills will discuss his new book, “Citizens Without a State,” at 4 p.m. on Sunday, March 6, at Laguna Beach Books, 1200 S. Coast Highway.

The book examines the legacy of the Spanish American war through the prism of American rule in Puerto Rico and other territories acquired by conquest in 1898. It also includes a foreword by former U.S. Attorney General Dick Thornburgh. “This book is not just for lawyers and scholars.  I wanted to open up this colorful legal history to the general public, including students in high schools and colleges,” says a statement from Hills, who has authored briefs on territorial law cases in the U.S. Supreme Court.

He also served as legal counsel to the National Security Council and Executive Office of the President from 1982 to 1986, and held military law and civilian diplomatic positions at the U.S. Department of State from 1986 to 1993.
