Preliminary results from initial precincts show Laguna Beach voters returning incumbents to office.

In the City Council race, incumbent Bob Whalen led with 34 percent of the vote and Steve Dicterow received 25 percent. Challenger Verna Rollinger trailed with 23 percent and Judie Mancuso with 18 percent.

In the hard-fought race over the city treasurer’s post, incumbent Laura Parisi picked up 66 percent of the vote compared to challenger Anne McGraw’s 33 percent.

Voters resoundingly rejected Measure KK, which would have repealed the local ban on medicinal marijuana dispensaries. The early vote was 70.9 percent in opposition to 29 percent who supported the initiative.

But 80 percent of voters endorsed hiking taxes charged to hotel guests, a proposal from city officials.

In the school board race, incumbent Jan Vickers received the most votes at 37.5 percent with challenger Peggy Wolff less than a percentage point behind. Howard Hills received 25 percent of the vote.
