The late Gary Alstot, a retired civil engineer and Laguna Beach resident, recommended that the city of Laguna Beach tend to its urban infrastructure and remediation projects. Two of them were sewer treatment and street wastewater runoff. How many projects were identified? How many funded? How many completed?
