We ponder why gardeners don’t obey the ordinance against leaf blowers. Really?
I don’t think it’s far fetched to say many gardeners who work in Laguna are in this country illegally. That being said, why, if they so easily ignore federal law, would they observe some petty ordinance that interferes with their ability to earn un-taxed income?
And homeowners, of course, are loathe to pay more for gardening (and perish the thought of their children actually performing chores) so they settle for the “mow, blow, and go” model we have today.
While I can’t stand the drone of leaf blowers, I understand why it’s there.
